Approval of Senate Minutes Chair Maldonado: Minutes will be passed around for signatures, if there are any changes that need to be made let her know. Otherwise the minutes are approved. Approval of the Agenda Senator Nam motions to add the Student Exchange Advisory Committee under item F, Reports from the subcommittees. Senator Ambriz seconds the motion. President Sanchez would like to add David Romero and Jim Sandoval under item E, public forum. E. Public Forum 1. SJP: Presenting resolution cause to end the crisis in Gaza. A UCR student and a UCLA student inform the senate that the resolution has already been passed at UCLA. They are presenting resolutions to student government to call an end to the humanitarian crisis in Gaza. They would like to take a stand for human rights. They would like resumption of the seize fire, end on the blockade and an end to the humanitarian crisis. The proposal is not political, over 1,000 people have died on both sides. The situation is urgent, they send around a petition and they have gotten support from many students and various organizations. Chair Maldonado: Would it be possible to submit the paper work so the senate can review it and approve at the next meeting? SJP: The situation is urgent many people have been killed and they do not want to wait any longer, it is important that it is passed at this time. Officer Chan: Would it be possible to pass around the laptop and everyone can look and vote on it in the end. 2. David Romero: Good evening. He is the new full time Calpirg organizer here at UCR. They had an awesome voter registration drive and voter turn out. They are currently focusing on shifting gears, and working on efforts to stop global warming. Working on campus with a petition to get solar panels on campus here at UCR. Would like to work a lot with ASUCR. Jim Sandoval: Happy New Year! The state is currently facing a difficult financial situation; it will most definitely impact the school. Student Affairs is available to work with ASUCR. They are currently working on enrollment and increase in fees and financial aid; they are available to answer any questions. Campus Budget Advisory working on how to determine the reductions and the chancellor is working on preserving services that are presently available for the students. This quarter is going to be exciting, the new Student Services building is now open, including the Highlander One Stop Shop. Would like to hear some student feedback on the new facility and how they can improve service. Will be opening the second phase of the commons late February. They are finalizing the coffee venue, worked on getting Starbucks but that feel threw and they are now working with Coffee Bean and Tea Leaf as well as Jamba Juice. Hoping they will open in spring but it has not been finalized. There will also be a Vegetarian whole foods venue. So gradually throughout the quarter various venues will be opening. F. Reports from the Subcommittees 1. Constitution & By-Laws 2. Bills and Resolutions 3. Student Exchange Advisory Committee: They had subcommittee and committee meetings last quarter. They have worked with Mickey on making decisions for the flooring patterns and counter tops. Will work on new stuff to bring to the new store in new locations. G. Officer Reports 1. Presidents Report: ASUCR, GSA, and ASBP are working together on March 3, 2009, women recognition scholarship luncheon. It is open to all students, faculty and staff to attend and nominate women for the scholarship who always go above and beyond. Wants everyone to participate and help out with whatever Adrian Sims needs. The ASUCR composites are in and will be hung in the senate chamber, hopefully before the next meeting. Everyone gets a small copy, and you can come pick it up in her office. Senator of the quarter, Joon Nam congratulations! Also decided to do an Officer of the quarter, Javier Amaya. All last quarter never had to ask him for anything, always went above and beyond. 2. Vice-President of Campus Internal Affairs: Not present, so Joon reports on his behalf. Had a PowerPoint but not able to present it, but remembers the main point. He would like to start a campaign on school spirit and would like bands to come to the new commons location to play music for the students to create a good campus environment. Wants to work with student organizations and improve the campus. Ask Senator Hong if you have any questions. Senator Hicks: Let him know that he can work closely with Highlander Hype. Senator Nam: He also go in the I heart: UCR shirt. Chair Maldonado: Stop by his office to pick them up. President Sanchez: These shirts are give-aways for students. 3. Vice-President of External Affairs: Wants to start the year with positive news. However, the board meeting at UCI went over the Government proposal for budget estimation and there will be a large budget decrease and a 9.3 tuition increase. Working on Student Lobby Conference, they are working on getting the applications ready and they will be out tomorrow. They also have an opportunity to lobby in Sacramento to legislators to get out the voice of the students. Limited funding, not sure how many students they will be able to take. They are planning on going to the finance committee hearings to get more money, they hope to take 15 to 20 students. Legislative Conference is like the same thing but on the national level, and it will be in March. Would like to get her intern approved, Phyllis Khao, for the local affairs position. Senator Eldessouky: How many interns do you currently have? Senator Espinoza: We will be voting oh my 5th intern. Chair Maldonado: Will use chair digression to move voting on senator Espinozas intern to Action Item H2. Officer Chan: Would like to encourage everyone to go, its very intense. The meetings are one after the other and you actually go into their office and speak to them directly or their staff. All of the UCs go on the same day, and get a lot done and its a good experience and very gratifying. 4. Vice-President of Finance: Working with student clubs to help out with booths at events such as Spring Splash. They had their first meeting of the quarter last night. She has reports from the previous meeting and the meeting from last night that need to be approved. Senator Dasakis moves to approve the reports, and Senator Eldessouky seconds the motion. The motion passes with the majority vote. 5. Outreach Director: Second hearing is going to be the first or second week of February. The Outreach event to Perris Elementary in December was a success, the students were very happy and interested. His old intern is too busy and not able to be his intern anymore, so he would like to get a new intern approved, Roberto Rodriguez. Working on getting an outreach center referendum, if anyone is interested let him know. Chair Maldonado: Will use chair digression to voting on the intern under item H and would also like to her temporary parliamentarian. 6. Personnel Chair: Currently talking to Red Cross for winter event. Applications for committees are on hold, communication needs to improve for committees. Also working on an auto response for applications. It is posted on the website that we are currently not taking applications until further notice. Personnel committee is going to make sure it is efficient. Reviewing board members. Will pass around a sign up sheet for the Red Cross blood drive. Everyone who gives blood will get free ice cream. It is great philanthropic event for ASUCR. Working on building up her committee to handle all the other committees and assign new senators a committee to be in. She will also investigate inactive committees so that all the problems will be fixed for next year. 7. Academic Affairs: Working with Anne Frankel and Ruth Jackson on speaking to Teresa about transferring money to the libraries and make the 24 hour libraries during finals week happen. Also working on a project Meet ASUCR, which will include officers, senators, interns, committee members. Met with RHA and directors working on the event, but still not sure what will happen in the event. Many students are interested in running for senate and this is a good way for them to let us know what they want. Chair Maldonado: How long is the process for the approval of the money to get it transferred? Senator Ren: Not sure, the email did not say. President Sanchez: The money will go through right away, and it will happen this quarter. 8. Elections Chair: Love in a Box is over, we were able to send out 47 boxes to `` troops and even received a thank you note and a picture. Needs to approve the elections time line, she will pass out the specific dates and times for everyone to review them. Week 6 of this quarter applications will be due before spring break, during spring quarter week 1 there will be mandatory meetings for those who are interested. Week 4 will be elections week. Would also like to get approval to get a banner that says ELECTIONS or ELECTIONS WEEK to hang on the bell tower. Not sure how much it will cost but it will be a good long term investment because it can be used again. H. Policy Items Senator Espinoza motions to put the resolution on the agenda, and Senator Dasakis seconds the motion. Parliamentarian Lluvia Rodriguez: Just wants to make sure that everyone knows we need two-thirds majority approval because it was not added 48 hours prior. Senator Briones: You said other groups were interested, are they Israeli groups? SJP: We have receive support from members of the organizations but not the entire organization. They did have a meeting with the main Israeli group on campus they helped amend it at UCSB, they also co-authored it as a letter and gave it to the senators. President Sanchez: In the paperwork that was passes around it takes about a letter from the president, does that mean I have to write the letter? SJP: Its for the leaders and representatives to take a stand, and if you would like we will help co-author the letter. President Sanchez: What do you plan on doing if it is approved? Other than sending a letter? SJP: Once approved nationwide, we plan to have UC students meet with officials in DC. Delegation to Washington would like UCR report. Senator Espinoza motions to pass the Gaza resolution, and Senator Dasakis seconds. Approved with 11 votes, two-thirds majority. I. Action Items 1. Vice Chair Elections Senator Espinoza moves to suspend the election until next week, since the senators were not notified of this happening and did not have time to prepare anything if they were interested. Senator Eldessouky seconds the motion. The motion does not pass. Chair Maldonado: The constitution is done, the only thing for the Vice Chair to do would be to run the bills and resolutions committee, and run the senate meetings if she cannot make it. Senator Eldessouky: Does anyone want to run for the position, to give everyone equal opportunity to prepare a speech or what not? Senator Espinoza: Is anyone planning to run? Or will it just be random nominations? Chair Maldonado: Thats what nominations are for. Senator Hicks: Can we read off a list of the senators that are not here, to be fair for everyone who didnt know about it and wanted to run? Senator Espinoza motions to table it to the next meeting, and Senator Torres seconds. Chair Maldonado: Uses chair digression to move it to next week so we do not waste time arguing about it. Have speeches ready if you are interested in the position, and she will send out an email to remind everyone. 2. Approval of Senator Espinozas intern: Senator Espinoza motions to approve her intern, President Sanchez seconds the motion. The motion does not pass. Senator Eldessouky: Five interns seems like a lot for an officer to have, it might be more clear if we see what the current interns do, and what you need this intern for. Senator Espinoza: It in is the constitution, External is a large office. The Local Affairs position will deal with the Mayor and the city. They are all required to have office hours and help out with projects. Phyllis will also be helping out with Legislation Conference because as of now it is only her and Senator Price to organize it. Senator Ambriz: How would this intern help the office to be more efficient. Senator Espinoza: Senator Price and her are the only ones working on Legislation Conference, and she is the only one to help out at the local level. Senator Nam: Internal affairs has a committee, do you also have a committee? Senator Espinoza: Yes, and she needs to recruit more people, the only people on the committee right now are the interns. Senator Nam: It seems like in the External office, other races are not represented in campus ratio, it seems to be mainly made up of Latinos and African Americans. Senator Espinoza: She is the only one who would even be considered Chicana in the office, and doesnt know why that is even an issue or why it is being brought up. Chair Maldonado: Parliamentarian is going to read something from the constitution, she has had a very big voter registration and no one from the senate was helping her out. Parliamentarian: External is such a big office, this is in the constitution on pages 68-69. External can have up to seven interns. Senator Espinoza: This is in the constitution, and the questions that are being brought up are not relevant. President Sanchez: She is in the office all the time already, and she would not be someone to worry about not doing work. Senator Espinoza would like to motion again to approve her intern, and the motion is seconded by President Sanchez. The motion passes with the majority vote. 3. Approval of Outreach Intern: Senator Torres motions to approve the new outreach intern, and Senator Ren seconds the motion. The motion passes with the majority vote. 4. Approval of Temporary Parliamentarian: Lluvia Rodriguez has been a part of ASUCR for a long time and knows exactly what to do. Senator Eldessouky motions to approve the intern, and Senator Nam seconds the motion. The motion passes with the majority. Senator Espinoza: Point of personal privilege, has a program to go to. 8:03pm the meeting goes to closed session. J. Roundtable and Announcements Senator Hidalgo: Culture Clash is coming to ASUCR, funds will go to high school students to come and have a conference for students to come have their questions answered. T-shirts for culture clash. Officer Chan: Lunar new year night market festival next Wednesday from 6:00-8:00pm, if we want to table and be represented we should do so and talk to Senator Hong about it. Senator Nam: New computers are in, four brand new computers, so now there is no excuse for anyone to not come in and work. All the software is there. President Sanchez: Would like to welcome Senator Nuez to ASUCR. Senator Hicks: Thinks that some senators are confused by what abstain means, so hopefully we define for the next meeting.
